Biometric Backlash: The EU’s Digital Entry System in Chaos
The European Union’s ambitious plan to modernize its borders has hit a snag. Long queues and delays at airports across the continent have become common since the new biometric entry system was fully implemented on April 10.
At issue is not just technical glitches, but also the EU’s attempt to create a centralized database with national border systems. This project, years in development, has been plagued by COVID-19-related delays and technical challenges. The rushed implementation now appears to be causing problems.
The biometric system itself was first adopted in 2017, but its introduction is bringing significant growing pains. Non-EU travelers visiting the Schengen Area for short stays undergo fingerprint scanning, facial image capture, and passport data collection on their first visit. For returning visitors, border guards can verify stored biometrics for faster processing, but this has created complications.
In theory, the system should reduce wait times by eliminating manual passport stamping. However, initial delays have been severe enough that some airports have opted to disable the system during peak periods and revert to manual checks. The EU claims growing pains are expected in the beginning, but promises efficiency and accuracy will improve over time.
One concern is the storage of traveler data. According to the EES, data is typically stored for three years after a traveler’s last entry or exit. Those who exceed their authorized stay – a maximum of 90 days per 180-day period – could face penalties under national law, including warnings, fines, detention, and future entry restrictions.
The EU has touted the system as an improvement over manual passport checks, but this argument is not entirely convincing. Many countries have successfully transitioned to electronic entry systems, such as Singapore, which enrolls first-time visitors’ facial, iris, and fingerprint biometrics for automated clearance on subsequent entries and departures.
The scale of the EES project appears to be a major factor in its holdup. The system shares records across 29 European countries, leading to integration issues and struggling airports. This has resulted in significant delays and frustration among travelers.
Travelers who have already experienced delays may be deterred from visiting Europe altogether, which could harm an industry heavily reliant on tourism. Airlines and airport authorities are also taking a hit as passengers vent their frustrations on social media and airlines struggle with increased wait times.
Ultimately, the issue is not just about implementing a new system, but understanding the needs of travelers and ensuring that any new measures do not create more problems than they solve. The EU would do well to re-evaluate its plans and consider how this system can be improved for both security and efficiency.
